If you are learning Serbian outside Serbia, you probably do have people to talk to, and that is what confuses the picture. They are in the house: your partner, the relatives, the children, the friends who come for lunch. The problem is not that there is nobody, it is that these people already understand you. They have spent years listening to your particular Serbian, with your particular mistakes and your particular ways around them, and their brains repair it before anyone notices. You say half a sentence, they finish the rest internally, the conversation flows and nobody registers that anything was wrong. The consequence only shows when you step outside that circle. People who are fluent at home arrive in Belgrade or Novi Sad and stall at the bakery, not because the words are gone but because the woman behind the counter has not spent ten years getting used to them. That is not backsliding. It is the first accurate test you have had. So what you want here is somebody not yet used to you. A tutor hearing you for the first time also hears everything your family has stopped hearing, and that is the entire value of the hour. In time they get used to you too, which is why it is worth taking a single lesson with someone else now and then, just to find out what has quietly settled in. Doing this over video makes sense for a plain reason: the person who is not used to you has to be a stranger, and in your city the Serbian speakers are probably your relatives and their friends. A tutor sitting in Serbia is outside that circle and has no reason to make it easy for you. They also speak the way people speak there now, rather than the way it was spoken when your family left. In the free first lesson, do not talk about yourself. You have told that story a hundred times and it runs smoothly. Ask them to put a question to you about something you have never discussed in Serbian, then listen to how long it takes you to start. That pause is what you are paying to remove.
