Once you stop looking in your own town, French speakers are not scarce. There are a great many of them, across a lot of countries, and plenty will happily spend an hour talking to you for very little. So the thing you are shopping for is not a French speaker. That part is solved. What is genuinely scarce is somebody who will keep talking at normal speed. Every kind native speaker slows down for a learner without being asked. They over articulate, they simplify the vocabulary, they rephrase the moment your face goes blank, and it all feels like being helped. It is also the exact thing that stops the hour working, because the reason you cannot follow real French is that real French is fast, elided and full of words nobody teaches. An hour of carefully slowed French trains you to understand carefully slowed French. So say it explicitly when you book: do not slow down for me, do not rephrase straight away, let me ask you to repeat and then repeat it the same way. A tutor who can do that is rarer than the listings suggest, and it is worth more than their accent or their qualifications. It is also the honest test of whether you should be paying at all. If the hour ends up gentle and comprehensible throughout, you have bought something you can get free and in unlimited quantity, and the money would do more work somewhere else.
